I’ve been hearing some refer to the holy spirit as being a person. Can someone please tell me what scripture says that?

I have a question. I’ve been hearing some refer to the holy spirit as being a person but I dont remember ever seeing a scripture that says that. Can someone please tell me what scripture says that?

I’ve always wondered how folks reconcile this verse with the Holy Spirit being a “person”??? Romans 2:11 - For there is no respect of persons with God.
