If all the saved go to heaven eternally, then who are the people who will “live on earth and dwell therein forever”?
Also, does scripture say that 144,000 of believers will be in heaven? Why does scripture give that precise number of people if all believers go to heaven?

Jesus returns to us to resurrect the dead and set up His kingdom on earth. Rev 21- it says God’s dwelling place is “Now” among his people, and He will dwell with him. They will be His people and He will be their God. Pay attention to details, take the Bible as a whole.
